Program Manager, Government Relations & Open Science
The mission of the Allen Institute is to unlock the complexities of bioscience and advance our knowledge to improve human health. The mission of the Allen Institute administration team is to provide support and structure to the scientific divisions. Coinciding with the team science approach, administration helps facilitate team learning and the overall mission of the institute. The Office of Science and Innovation (OSI) works to drive strategic and operational solutions to promote innovation and partnerships within and beyond Allen Institute research programs.
The Program Manager will develop and manage programs and initiatives that impact key Allen Institute activities. Programs may be exceptionally large projects or may consist of several projects under the auspices of the larger program. This role may manage more than one program simultaneously or consecutively. This role will involve working with a broad set of external and internal stakeholders including leaders and team members across all Allen Institute divisions. The ability to navigate conflict and build coalitions across diverse stakeholders will be crucial to the success of the Program Manager.
This role will include legislative and advocacy work and support for open science. The ideal candidate will have experience in both government relations and open science, or have experience in one and a strong interest in the other. The position will report to the Associate Director within the Office of Science and Innovation.

Essential Functions
- Manage and facilitate Allen Institute’s interactions with all levels of government, including acting as a point of contact between the Allen Institute and federal, state, and local governments
- Manage and facilitate Allen Institute’s interactions with open science organizations, including acting as a point of contact between the Allen Institute and external organizations
- Cultivate and maintain positive working relationships with public officials, Allen Institute staff, and external partners
- Research, monitor, and interpret legislation, advocacy, open science standards, open science movements, and other issues of importance to the Allen Institute
- Work collaboratively to recommend, develop, and implement new initiatives and strategies
- Draft position papers, statements, presentations, and other materials for internal and external audiences
- Provide external audiences with compelling and timely information about Allen Institute positions, accomplishments, and interests in coordination with Allen Institute stakeholders
- Advocate for the mission and interests of the Allen Institute through contact with public officials, external organizations, and other stakeholders
- Support lobbying efforts on behalf of the Allen Institute
- Identify and mitigate events that may negatively impact relationships between the Allen Institute, government entities, and external partners
- Create and manage reporting for stakeholders and leadership, including keeping senior leadership appropriately advised and informed of emerging events
- Create, maintain, and disseminate program and project deliverables, timelines, data requirements, and other program-related matters using best practices and tools
- Plan, implement, and lead institute-wide workshops, programs, and meetings with clear agendas, expected outcomes, and follow-up on project-related actions
- Contribute to fiscal management, including budget planning, resource forecasting, and expenditure monitoring and reporting
- Conducts or oversees team member training as required
- Other related duties, as assigned

Required Education and Experience
- Bachelor’s degree or equivalent combination of degree and experience
- 5 years of experience directly related to the role including 2 years of experience in project or program management
- Good understanding of the research or health sciences environment
- Comfort with technology and data management
- Clear, effective, and tactful written and verbal communication, including the ability to explain complicated and/or technical issues to diverse audiences
Preferred Education and Experience
- Advanced degree in a relevant field such as business administration, political science, public relations, law, or life sciences
- 2 or more years of experience in public policy and/or politics (e.g., work in a state or federal legislative office, state or federal government agency, advocacy, or political organization)
- Knowledge and understanding of the legislative and policymaking processes in both Olympia and Washington, DC. Demonstrated ability to interact with key stakeholders in both the state and federal policymaking environments
- 2 or more years of experience in research or administration in the life sciences, including basic research, biomedical, biotechnology, open science, and/or related fields
- Knowledge of open science approaches and philosophy
- Experience working on large-scale, collaborative scientific research projects
- Experience with scientific data standards and management in multiple fields relevant to the work of the Allen Institute
- Proficient with MS Office applications, including Outlook, Word, Excel and PowerPoint
- Experience building and maintaining information dashboards and spreadsheets
- Strong work ethic, sense of urgency, and self-motivation, including the ability to follow through to complete tasks independently
- Able to act in accordance with Allen Institute values as outlined in the Code of Conduct
Physical Demands
- Sitting, standing and/or walking for up to 8 hours per day
- Fine motor movements in fingers/hands to operate computers and other office equipment
Position Type/Expected Hours of Work
- Occasional evening and weekend hours as needed
- This role is currently able to work both remotely and onsite in a hybrid work environment. We are a Washington State employer, and the primary work location for all Allen Institute employees is 615 Westlake Ave N.; any remote work must be performed in Washington State
Travel
- Occasional regional and national travel as needed

Annualized Salary Range
- $98,314 – $114,194*
* Final salary depends on required education for the role, experience, and level of skills relevant to the role, along with work location, where applicable.
